Do I Need a Special Event Permit?
Most organized special events taking place on Stansbury Service Agency property or within a public right-of-way require a Special Event Permit unless the activity qualifies for an exemption under the Special Event Policy.
Events That May Require a Permit
Special events may include organized athletic, entertainment, filming, political, neighborhood, food truck, or similar activities occurring on public property or within a public right-of-way.
- Festivals, fairs, concerts, shows, pageants or ceremonies
- Races, athletic events or organized recreational activities
- Parades, marches or events involving roads or rights-of-way
- Large organized gatherings using SSA property
- Events involving vendors, food trucks or temporary structures

Some activities are exempt from the permit requirement. Requirements can also vary depending on event size, location, road use, structures, vendors and other event details.

Prepare Your Application
Complete the application and gather site plans, insurance and other required documentation.
Submit & Pay
Submit your completed application and the $50 non-refundable application fee.
Agency Review
SSA staff will review the proposed event, location, services, safety needs and supporting documentation.
Permit Issued
Once approved, the Special Event Permit will be issued with any applicable conditions.
Important Application Requirements
Every event is different. The following are some of the most common requirements applicants should be prepared to address.
Submit at Least 30 Days Before the Event
Completed applications should be submitted at least 30 calendar days before the proposed event. Late applications may only be considered under the circumstances allowed by the Special Event Policy.
Liability Insurance
Proof of comprehensive general liability coverage is required. The Stansbury Service Agency and its agents must be named as additional insureds.
Site Plan or Route Map
Applications must include a detailed event site plan or route map showing the layout of the event and applicable facilities, access, parking and event features.
SSA Park or Facility Use
A separate reservation and additional facility fees may be required when an event uses an SSA pavilion, park or other reservable facility.
Additional Permits
Depending on the event, applicants may also need approvals or permits from Tooele County, the Health Department or other governmental agencies.
Safety, Traffic & Services
The application asks for information about traffic control, parking, emergency services, crowd safety, restrooms, garbage, vendors, temporary structures and other event needs.
Minimum Liability Coverage
Liability insurance is part of the Special Event Permit requirements and must remain in effect for the duration of the event.
General Liability Coverage
- $1,000,000 minimum coverage per occurrence
- $2,000,000 general aggregate
- Coverage for property damage and bodily injury/death
- Stansbury Service Agency and its agents named as additional insureds
- Coverage maintained for the entire duration of the event
Using an Inflatable?
Events using inflatable toys, including bounce houses, require a separate liability insurance policy from the inflatable vendor or provider.
The minimum coverage for the inflatable vendor policy is $3,000,000 per occurrence, with the Stansbury Service Agency and its agents named as additional insureds.

Download and complete the application, then submit it with all supporting documentation that applies to your event. Applicants are encouraged to contact the Stansbury Service Agency office if they have questions while preparing their application.
The SSA recommends that applicants do not print brochures, packets, maps, advertisements or circulate promotional information until the Special Event Permit has been issued.
Special Event Permit FAQs
How far in advance should I submit my application?
Applications should be submitted at least 30 calendar days before the proposed event. An application may be submitted up to 12 months before the event date.
Is there an application fee?
Yes. The Special Event Permit Application currently lists a $50 non-refundable application fee. Additional costs may apply for facility reservations, additional services, equipment, security or other event requirements.
Do I need liability insurance?
Yes. Required liability insurance must name the Stansbury Service Agency and its agents as additional insureds and meet the coverage requirements established in the Special Event Policy.
Do I need a site plan?
Yes. Special Event applications must include a detailed site plan or route map. Depending on the event, this may need to show entrances, exits, parking, road closures, temporary structures, restrooms, waste containers, vendors, first aid stations and other event features.
Does a Special Event Permit include a park or pavilion reservation?
No. If the event uses a reservable SSA park, pavilion or other facility, a separate reservation and associated fees may also be required.
Will I need permits from other agencies?
Possibly. The applicant is responsible for obtaining any additional permits or approvals required by Tooele County, the Health Department or other governmental agencies.
What happens after my permit is approved?
The issued Special Event Permit must remain in the possession of the sponsoring entity's contact person or named designee at the event site and must be displayed upon request of an SSA representative.
